กกพ. เสนอค่าไฟงวดเดือน พ.ค.-ส.ค. 68 ในช่วง 4.15-5.16 บาท/หน่วย คณะกรรมการกำกับกิจการพลังงาน (กกพ.) ได้เปิดรับฟังความคิดเห็น 3 ทางเลือกค่าไฟงวดเดือนพ.ค.-ส.ค. 2568 ในช่วง 4.15-5.16 บาท/หน่วย เนื่องจากยังคงมีภาระการชดเชยต้นทุนคงค้างที่เกิดขึ้นจริงของ กฟผ. นอกจากนี้อัตราแลกเปลี่ยนเงินบาทเมื่อเทียบกับเงินดอลลาร์สหรัฐยังผันผวนจากนโยบายภาษีนำเข้าของสหรัฐฯ และความต้องการใช้ไฟฟ้ายังมีแนวโน้มที่สูงขึ้นตามสภาวะอากาศร้อน กรณีที่ 1: จ่ายคืนภาระต้นทุนคงค้างทั้งไฟฟ้าและก๊าซธรรมชาติทั้งหมดในงวดเดียว ค่าไฟฟ้าปรับเพิ่มขึ้นเป็น 5.16 บาท/หน่วย กรณีที่ 2: จ่ายคืนภาระต้นทุนคงค้างไฟฟ้าทั้งหมดในงวดเดียว ค่าไฟฟ้าปรับเพิ่มขึ้นเป็น 4.95 บาท/หน่วย กรณีที่ 3: ตรึงค่า Ft เท่ากับงวดปัจจุบัน ค่าไฟฟ้าคงที่เท่ากับ 4.15 บาท/หน่วย
ดีกว่าที่เราคาดการณ์ แต่ยังต้องรอดูค่าไฟฟ้าที่เป็นข้อสรุปสุดท้าย ข้อเสนอของ กกพ. ถือว่าดีกว่าที่เราคาดการณ์ไว้ที่ 4.00 บาท/หน่วยสำหรับงวดเดือนพ.ค.-ส.ค. ขณะที่ก่อนหน้านี้ก็มีกระแสข่าวว่าจะมีการเสนอแนวทางการปรับลดค่าไฟฟ้าลง 17 สตางค์/หน่วย อย่างไรก็ตาม เราคาดว่า ครม.จะต้องพิจารณาเรื่องนี้อีกครั้ง โดยคาดว่าจะได้ข้อสรุปสุดท้ายในอีก 1-2 สัปดาห์ข้างหน้าว่าค่าไฟในงวดเดือนพ.ค.-ส.ค.จะอยู่ที่เท่าไหร่ เราได้ทำ sensitivity analysis โดยกรณีฐานของเราอยู่ที่ 4.05 บาท/หน่วย (ม.ค.-เม.ย. 2568: 4.15 บาท/หน่วย, พ.ค.-ธ.ค. 2568: 4.00 บาท/หน่วย) โดยเบื้องต้นการไม่ปรับลดค่าไฟฟ้าเป็นบวกต่อ GPSC และ BGRIM และเป็นบวกเล็กน้อยต่อ GULF (Figure 2)

ERC suggests higher electricity tariff in May-Aug
ERC is holding public hearings on a new electricity tariff of Bt4.15-5.16/unit from May to August 2025 from Bt4.15 in Jan to April 2025, higher than our assumption of Bt4.00/unit. We expect this to go to the Cabinet for review, with the final decision anticipated within the next 1-2 weeks. For the medium to long term, the government is looking at ways to reduce electricity tariffs, leaving us to expect a short-term positive, but a persisting medium- to long-term overhang. We stay Outperform on GULF with a mid-2025 TP of Bt72, Neutral on BGRIM with a mid-2025 TP of Bt14.9 and Neutral on GPSC with a mid-2025 TP of Bt31.
ERC suggests electricity tariff range of Bt4.15-5.16/unit for May-Aug 2025. The Energy Regulatory Commission (ERC) has opened a public hearing on three electricity tariff options for the May-August 2025 period, ranging from Bt4.15 to Bt5.16 per unit. There remains the issue of outstanding compensation for EGAT. Concurrently, the Thai baht remains volatile against the US dollar due to US import tax policies and electricity demand is trending up as summer approaches. Case 1: Pay outstanding compensation for both electricity and natural gas in a single period and electricity tariffs increase to Bt5.16/unit. Case 2: Pay all compensation in a single period and electricity tariffs rise to Bt4.95/unit. Case 3: Freeze the Ft rate at the current level. Electricity tariffs remain at Bt4.15/unit.
Better than we expected, but not finalized. The ERC's proposal is better than our forecast of Bt4.00/unit for the May-August period. Earlier, there were reports of a proposed Bt0.17/unit reduction in electricity tariff. However, we expect the Cabinet will need to review this again, with the final decision for the electricity tariff for the May-August period coming in the next 1-2 weeks. We conducted a sensitivity analysis with our base case at Bt4.05/unit (Jan-Apr 2025: Bt4.15/unit, May-Dec 2025: Bt4.00/unit). No reduction in tariffs is initially positive for GPSC and BGRIM with a small positive for GULF (Figure 2).
Committee on Energy to study lower tariff for medium to long-term. The Committee on Energy has released a study proposing eight measures to help reduce electricity bills for the public. These include: 1) exempting VAT for all electricity users as current electricity bills include a 7% VAT (Bt0.3224/unit), 2) reviewing and revising the conditions for supporting electricity purchases from renewable energy sources in the form of an adder and feed-in tariff (FiT) to reflect actual production costs (Bt0.17/unit), 3) using royalty revenue and government profit share from the electricity sector (Bt0.1255/unit), 4) requiring agencies using public electricity to be responsible for their own electricity costs (Bt0.1032/unit), 5) reducing the revenue remitted to the government from the three electricity authorities (0.0848/unit), 6) reviewing the proportion of long-term and spot LNG imports to optimize costs (Bt0.0626/unit), 7) adjusting the corporate income tax rate used to calculate electricity authority revenue (Bt0.0174/unit), 8) establishing LNG storage facilities as a free trade zone to maximize LNG utilization (Bt0.0048/unit). This will require collaboration with other government departments and cabinet approval, all of which will take time.
Short-term positive, but medium- to long-term overhangs persist. GULF remains least impacted. We see a short-term positive for GPSC and BGRIM on the recent ERC proposal, but medium- to long-term risks remain due to regulatory uncertainty and potential gas cost increases, with GULF least affected. We maintain our Outperform rating on it with a new mid-2025 TP of Bt72, backed by the addition of new capacity from new GPD and HKP projects. We maintain our Neutral recommendation on GPSC (mid-2025 TP = Bt31.0), and BGRIM (mid-2025 TP = Bt14.9) due to greater concern on higher gas cost from the geopolitical trade war as well as more concern Thai regulators will work to reduce electricity tariff, which will pressure margin for SPP/VSPP operators.
Key risks: Increased regulatory uncertainty, higher-than-anticipated gas costs and fluctuations in exchange rates. Key ESG risks are the environmental impact from exposure to fossil fuels, energy management, high greenhouse gas emissions and nearby community impact.
