ท่องเที่ยว - รัฐบาลเดินหน้ากระตุ้นการท่องเที่ยวไทย

รัฐบาลจะเปิดตัวโครงการ "เที่ยวไทยคนละครึ่ง" เพื่อกระตุ้นตลาดนักท่องเที่ยวในประเทศ และมีแผนกระตุ้นตลาดนักท่องเที่ยวต่างชาติ โดยการสนับสนุนสายการบินเพื่อกระตุ้นตลาดนักท่องเที่ยวจีนและประเทศอื่นๆ ให้เดินทางมาไทย ซึ่งเรากำลังรอการประกาศอย่างเป็นทางการ เรามองว่ามาตรการเหล่านี้จะเป็นโอกาสเก็งกำไร ERW และ AAV ได้ในระยะสั้น เนื่องจากทั้งสองบริษัทมีสัดส่วนรายได้จากนักท่องเที่ยวไทยและจีนสูง สำหรับการลงทุนในระยะกลาง เรายังคงมุมมองที่เป็นกลางต่อกลุ่มท่องเที่ยว เนื่องจากความไม่แน่นอนทางเศรษฐกิจโลกจะส่งผลกระทบต่อความต้องการเดินทาง หุ้นที่เราชื่นชอบคือ MINT จากฐานะการเงินที่แข็งแกร่งขึ้น ซึ่งจะช่วยป้องกันผลกระทบจากเศรษฐกิจที่อาจชะลอตัวลงได้

มาตรการกระตุ้นตลาดนักท่องเที่ยวในประเทศและต่างประเทศของรัฐบาลไทย เมื่อวันที่ 24 มิ.ย. การท่องเที่ยวแห่งประเทศไทย (ททท.) ได้รับอนุมัติงบประมาณ 1.75 พันลบ. สำหรับโครงการ "เที่ยวไทยคนละครึ่ง" เพื่อกระตุ้นตลาดนักท่องเที่ยวในประเทศ โดยโครงการจะเริ่มตั้งแต่เดือนก.ค.-ต.ค. 2568 สำหรับการกระตุ้นตลาดนักท่องเที่ยวต่างชาติ เรากำลังรอการประกาศอย่างเป็นทางการ โดยรายละเอียดที่มีการเปิดเผยก่อนหน้านี้ระบุว่า ททท. วางแผนใช้งบประมาณรวม 1.55 พันลบ. โดยจัดสรรดังนี้: 800 ลบ. สำหรับโครงการสนับสนุนแพลตฟอร์มท่องเที่ยวออนไลน์ (OTA) เพื่ออำนวยความสะดวกในการเดินทางมาประเทศไทยผ่านแพลตฟอร์มการท่องเที่ยวระดับโลก และ 750 ลบ. สำหรับโครงการไทยแลนด์ ซัมเมอร์ บลาสต์ - ไชน่า แอนด์ โอเวอร์ซี มาร์เก็ต สติมูลัส แพลน (Thailand Summer Blast-China & Overseas Market Stimulus Plan) ซึ่งตั้งเป้าให้การสนับสนุนสายการบินเพื่อกระตุ้นตลาดนักท่องเที่ยวจีนและประเทศอื่นๆ ให้เดินทางมาไทย

มุมมองของเรา:

  • โครงการ "เที่ยวไทยคนละครึ่ง" คาดว่าจะช่วยสนับสนุนผู้ประกอบการโรงแรมใน 3Q68 ซึ่งโดยปกติแล้วเป็นช่วงโลว์ซีซั่น แม้ว่าสายการบิน (AAV) และสนามบิน (AOT) จะไม่ได้ประโยชน์โดยตรงจากโครงการนี้ แต่มีแนวโน้มที่จะได้ประโยชน์ทางอ้อมจากการเดินทางภายในประเทศที่เพิ่มขึ้น

มาตรการกระตุ้นตลาดนักท่องเที่ยวในประเทศของรัฐบาลไทย เมื่อวันที่ 24 มิ.ย. คณะกรรมการนโยบายโครงการกระตุ้นเศรษฐกิจได้อนุมัติมาตรการกระตุ้นเศรษฐกิจเฟสแรก โดยการท่องเที่ยวแห่งประเทศไทย (ททท.) ได้รับอนุมัติงบประมาณ 1.75 พันลบ. สำหรับโครงการ "เที่ยวไทยคนละครึ่ง" เพื่อกระตุ้นตลาดนักท่องเที่ยวในประเทศ ระยะเวลาโครงการเริ่มตั้งแต่เดือนก.ค.-ต.ค. 2568 มีจำนวนสิทธิรวมทั้งสิ้น 500,000 สิทธิ โดยกำหนดจำนวนสิทธิให้ใช้ได้อยู่ที่ 5 สิทธิต่อคน ใช้จ่ายในโรงแรมที่พักสูงสุดไม่เกิน 3,000 บาทต่อห้องต่อคืน รวมถึงมีคูปองดิจิทัลจำนวน 500 บาท/สิทธิ ในการใช้จ่ายในร้านอาหาร ร้านขายของที่ระลึก ร้านค้าโอทอป และแหล่งท่องเที่ยวได้ด้วย โดยรัฐบาลจะให้เงินสนับสนุนค่าที่พักให้อัตราที่แตกต่างกันขึ้นอยู่กับสถานที่และวันที่เข้าพัก

The government is launching its “Half-Price Thai Travel” stimulus to boost domestic tourism and has other plans in the works focusing on airline support to lift inbound travel from China and other international markets that we are waiting for an official announcement. We see these initiatives as presenting a short-term trading opportunity for ERW and AAV, given their high revenue exposure to Thai and Chinese tourists. For medium-term investment, we maintain a Neutral view on the tourism sector due to global economic uncertainties that hurt travel demand. Our preferred stock is MINT, backed by a strong financial position that provides a buffer against slowdowns.

Thai government stimulus for domestic and international tourist markets. On June 24, Tourism Authority of Thailand (TAT) initiatives were given a budget of Bt1.75bn for the “Half-Price Thai Travel” program hoped to boost domestic tourism. This program will run from July to October. We are waiting for an official announcement for programs aimed at international tourists. Earlier details indicate that TAT plans to utilize a total budget of Bt1.55bn, allocated as: Bt800mn for the Online Travel Agency (OTA) support program, aimed at enhancing Thailand's presence on global travel platforms, and Bt750mn for the "Thailand Summer Blast” a China & overseas market program, which focuses on airline support to lift travel from China and other international markets to Thailand.

Our view:

  • The “Half-Price Thai Travel” program is expected to support hotel operators in 3Q25, which is typically the low season. While airlines (AAV) and airport (AOT) will not benefit directly from this program, they are likely to gain indirectly from increased domestic travel.
  • The international tourist stimulus program, which TAT hopes will bring no fewer than 790,000 international arrivals, represents a ~2% increase over our forecast of 35mn international tourist arrivals in 2025. Once the program is launched, we expect to see a positive impact in high season (4Q25–1Q26), particularly from the Chinese market.
  • Based on these measures, we believe operators with revenue exposure to Thai and Chinese tourists—the primary focus of these programs—are best positioned to benefit. We see hotel operators as the primary beneficiaries, more so than airlines and airport. Among them, we believe ERW stands to gain the most, with 28% of its hotel revenue coming from Thai guests and 10% from Chinese guests. This is followed by AWC, CENTEL and MINT. We expect AAV to benefit more than AOT, as 47% of AAV’s revenue comes from domestic routes and 13% from Chinese routes.
  • In 2Q25, tourism sector stock prices fell 12–36%, a sharper drop than the SET’s loss of 5%. We attribute this to several negatives: a slowdown in Chinese tourist arrivals, the March 28 earthquake, and economic uncertainty stemming from US tariffs and geopolitical risk. It reflects the market’s low expectations for the sector, and we thus see this as a short-term trading opportunity for ERW and AAV, given their benefit from the recent government stimulus.

For medium-term investment, we stay Neutral on the tourism sector, as travel demand is largely influenced by the global economic outlook, which remains uncertain. Our preferred stock is MINT (Neutral, TP of Bt31), backed by a strong financial position that provides a buffer against slowdowns. We expect MINT’s core earnings to improve YoY in 2Q25, driven by stronger hotel operations and lower interest expenses, and QoQ due to the peak tourism season in Europe. This suggests MINT will outperform its tourism peers, whose earnings are expected to decline or remain flat YoY (earthquake impact) and QoQ (Thailand’s low season).

Thai government stimulus for domestic market. On June 24, The Economic Stimulus Policy Committee approved the first phase of its economic stimulus package. Tourism Authority of Thailand (TAT) Initiatives have been granted a Bt1.75bn budget for its “Half-Price Thai Travel” program designed to boost domestic tourism. The program will run from July to October. On offer is 500,000 travel entitlements, each covering up to five rights per person. The government will support hotel accommodation costs of up to Bt3,000/night. Additionally, participants will receive a digital coupon of Bt500/night that can be used at restaurants, souvenir shops, OTOP stores and tourist attractions. Hotel subsidy rates will vary depending on location and day of stay.
