ประเด็นสำคัญ
• การจ้างงานนอกภาคเกษตรสหรัฐฯ ใน ก.ย. 2568 เพิ่มขึ้น 1.19 แสนตำแหน่ง สูงกว่าที่ตลาดคาดไว้ แต่อัตราการว่างงานปรับขึ้นสู่ระดับ 4.4% สูงสุดนับตั้งแต่ปี 2564 สะท้อนความเปราะบางของตลาดแรงงานสหรัฐฯ ทำให้ตลาดมองความเป็นไปได้ที่เฟดจะลดดอกเบี้ยใน ธ.ค. 2568 เพิ่มขึ้นเป็น 46% จาก 34% และในวันที่ 16 ธ.ค. กระทรวงแรงงานสหรัฐฯ จะเผยตัวเลขการจ้างงานนอกภาคเกษตรรวมสำหรับ ต.ค.-พ.ย. 2568
• รมว. คลัง ยืนยันรัฐบาลจะยังไม่เริ่มปรับขึ้น VAT จาก 7% สู่ 10% ภายในปี 2573 ตามกรอบแผนการคลังระยะยาวปี 2569-2573 เนื่องจาก ศก. ไทยอยู่ระหว่างฟื้นฟูและไม่อยากเพิ่มภาระประชาชน
• “คนละครึ่งพลัส” เฟสสองอยู่ระหว่างการพิจารณารูปแบบ ระหว่าง การให้ผู้ที่เข้าร่วมเฟสแรกและใช้สิทธิ์ครบแล้วสามารถเข้าร่วมเฟสสองได้ หรือผู้ที่ยังไม่เคยเข้าร่วมสามารถลงทะเบียนในเฟสสองและได้รับวงเงิน 4,000 บาท กระทรวงการคลังจะเร่งหาข้อสรุปและเสนอเข้าสู่ที่ประชุม ครม. ใน ธ.ค. เพื่อให้เปิดลงทะเบียนในปลาย ธ.ค. นี้
• รมว. คลังจะนำ BOI เดินทางไปญี่ปุ่นเพื่อ Roadshow ส่งเสริมการลงทุนกับ นลท. รายใหญ่ โดยจะนำเสนอทิศทางนโยบายและมาตรการต่างๆ ของรัฐบาล เพื่อส่งเสริมเป็นศูนย์กลางการลงทุนในอุตสาหกรรมแห่งอนาคต
• ศุลกากรจีนเผยยอดนำเข้าถั่วเหลืองจากสหรัฐฯ ใน ต.ค. 2568 ยังคงเป็นศูนย์ ซึ่งเป็นการงดนำเข้าเป็นเดือนที่สองติดต่อกัน แม้ว่าจะเริ่มเห็นสัญญาณผ่อนคลายจากการพบกันระหว่างผู้นำจีนและสหรัฐฯ ที่เกาหลีใต้ แม้ปลาย ตค.มีการจองซื้อ 1 ล้านตันจากเป้า 12 ล้านตัน
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET มีโอกาสพักตัวหรือแกว่งตัวลง หลังตลาดเริ่มขาดปัจจัยบวกใหม่ โดยทางเทคนิคหลังดัชนีหลุดต่ำกว่าแนวรับสำคัญ 1285 ทำให้มีโอกาสแกว่งลงไปที่บริเวณ 1265/1240 ส่วนปัจจัยในประเทศที่ต้องติดตาม ได้แก่ ความสัมพันธ์ไทย-กัมพูชาซึ่งอาจกระทบต่อจิตวิทยาการลงทุนในระยะสั้น แม้คาดจะมีผลกระทบจำกัดต่อผลประกอบการ บจ. ไทยโดยรวม ขณะที่ปัจจัยต่างประเทศที่ต้องติดตาม ได้แก่ FOMC Minutes, ตัวเลขเศรษฐกิจสหรัฐที่สำคัญทั้งภาคแรงงาน NFPs และภาคเงินเฟ้อ PCE CPI หากหน่วยงานราชการกลับมาเปิด ดังนั้นกลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy”

The SET is expected to rest. An earlier than expected dissolution of Parliament would be a short-term positive. The planned raise in VAT in 2028 has been postponed. US nonfarm payroll came in higher than expected, but unemployment rate was higher, raising the probability the Fed will cut interest rate and US stock market reacted positively before falling. Watch for the US PCE next. Resistances are at 1295/1300, supports at 1275/1260.
Today’s highlights
• US nonfarm payrolls in Sep 2025 increased by 119,000 positions, above market expectations, but the unemployment rate rose to 4.4%, the highest since 2021, indicating a fragile labor market. This has led markets to increase the probability of a Fed rate cut in Dec 2025 to 46% from 34%. On Dec 16, the US Department of Labor will release combined non-farm payroll figures for Oct-Nov 2025.
• The Minister of Finance confirmed the government will not raise VAT from 7% to 10% within 2030 as outlined in the 2026-2030 medium-term fiscal framework, as the Thai economy is recovering, and the government wants to avoid increasing the burden on citizens.
• The format for phase 2 of the "Half-Half Plus" program is being drawn up. To be decided is whether those who joined phase one and fully utilized their benefits can join phase two, or allowing just those who have never participated to register for phase two and receive Bt4,000 allocation. The Ministry of Finance will expedite its decision and submit it to Cabinet in Dec to open registration by late Dec.
• The Minister of Finance will lead BOI on a roadshow to Japan to promote investment with major investors, presenting the government's policy direction and various measures to promote Thailand as an investment hub for future industries.
• Chinese customs said soybean imports from the US in Oct were again zero, the second month of suspended imports, despite signs of easing tensions following the meeting between Chinese and US leaders in South Korea. Late Oct saw orders for 1mn tons against a target of 12mn tons.
Strategy today
In the short term, the SET may rest or swing down, as there is no catalyst. Technically, after the index broke below the significant support level of 1285, there is a possibility it will swing down to 1265/1240. Domestic factors to monitor include Thai-Cambodia relations, which may impact investor sentiment in the short term, although the impact on overall company profit is expected to be limited. External factors include FOMC minutes and key US economic data from the labor sector (NFPs) and inflation (PCE CPI) after the government reopens. Our investment strategy is "Selective Buy".
Trading today
In the short term the SET may rest or swing down as it lacks a new catalyst. Our investment strategy is "selective buy" in three main and two trading themes:
- Defensive stocks whose profit can withstand external uncertainties, with 4Q25 earnings expected to continue growing YoY and on which we recommend Outperform – ADVANC, BDMS, BCPG, BEM, BGRIM and PTT.
- To generate portfolio cash flow, high-quality dividend stocks with SETESG ratings of A-AAA, an expected dividend yield on 2025 profit after an interim dividend of above 5% and on which we recommend Outperform – BAM, KTB, AP, SIRI, TOP and BLA.
- Stocks that benefit from the interest rate downcycle as we expect the MPC to cut interest rate once more this year and twice next year: companies that benefit from lower financial cost as they carry a high proportion of floating-rate debt (CENTEL, GPSC, TRUE) and those whose operating costs are reduced and/or that benefit from higher purchasing power (AP and MTC), and REITs (DIF, FTREIT and LHHOTEL).
- Trading idea: For high-risk-takers who want to speculate: 1) stocks that benefit from economic stimulus packages – Tourism (CENTEL, ERW) and Finance (BAM, MTC); and 2) stocks that may benefit from floods – TASCO, HMPRO and GLOBAL; avoid stocks that may be sentimentally pressured by the escalation in the Cambodia-Thai situation – CBG and SAV.

CPALL: Expected to benefit from the government’s consumption stimulus. The 4Q25TD SSS for the CVS business continues stronger than peers. 4Q25 net profit is expected to grow YoY off higher CVS sales and margin, offsetting lower contribution from CPAXT, and grow QoQ on seasonality. Short-term TP is Bt45.00.
MINT: Expected to benefit from tourism stimulus. Tension between China-Japan is seen to benefit tourism to other countries in the short term, including Thailand. MINT targets annual growth of 15-20% for the next three years, and plans to list its restaurant business, Minor Food, in 2026. Short-term TP is Bt21.00.
