คาดตลาดแกว่งไซด์เวย์/รีบาวด์ได้ที่แนวรับ นักลงทุนต่างชาติยังคงขายสุทธิต่อแต่เริ่มลดระดับลง ในขณะที่ค่าเงินบาทหากยังชะลอการอ่อนค่าต่อจะเริ่มเป็นสัญญาณบวก ตลาดติดตามนโยบายกระตุ้นเศรษฐกิจใหม่ๆ ที่น่าจะมีความชัดเจนออกมาในช่วงต่อจากนี้หลังถวายสัตย์ฯ วันที่ 24 ก.ย. ทางเทคนิค การปรับตัวลงมาต่อเนื่องเริ่มเปิดโอกาสในการรีบาวด์โดยเฉพาะที่แนวรับ 1280/1276 ที่จะทำให้มีช่วงดีดกลับได้ ส่วนการปรับตัวขึ้นมีแนวต้านที่ 1290/1293

ประเด็นสำคัญ

• นายกฯ และว่าที่ รมว. คลังเตรียมจัดตั้งทีมงานพิเศษเพื่อดูแลการแข็งค่าของเงินบาทโดยเฉพาะ หลังบาทแข็งค่าทำสถิติในรอบ 4 ปี ซึ่งกระทบต่อการส่งออกและภาคท่องเที่ยว รวมถึงการแก้ปัญหาหนี้ครัวเรือนและการเพิ่มสภาพคล่องในระบบ ศก. ผ่าน ธพ. เพื่อฟื้นฟู ศก. ไทยในระยะสั้น
• IMF แนะรัฐบาลไทยลดหนี้สาธารณะให้ต่ำกว่าระดับ 60% ของ GDP ในระยะกลาง เพื่อสร้างพื้นที่ทางการคลังไว้สำหรับรับมือวิกฤตในครั้งหน้า แม้ล่าสุดจะอยู่ต่ำกว่าระดับเพดานที่กำหนดไว้ที่ 70% ที่ 64.5% หรือ 12.12 ล้านลบ. และเตือนให้ลดการดำเนินมาตรการกึ่งการคลัง เช่น การอุดหนุนรัฐวิสาหกิจ และลดการกู้เงินนอกงบฯ
• ประธานรัฐสภาคาดว่าการแถลงนโยบายของนายกฯ ต่อรัฐสภาจะมีขึ้นระหว่างวันที่ 1-2 ต.ค. 2568 เป็นเวลา 2 วัน ซึ่งตรงกับวันประชุมสภาผู้แทนฯ กำหนดการที่แน่นอนจะขึ้นกับข้อตกลงของวิปทั้ง 3 ฝ่าย
• ธนาคารกลางจีน (PBOC) มีมติคงอัตราดอกเบี้ยเงินกู้ลูกค้าชั้นดี (LPR) ประเภท 1 ปี และ 5 ปีที่ 3.0% และ 3.5% ตามลำดับ สวนทางกับเฟดที่เริ่มผ่อนคลายนโยบายการเงินและลดดอกเบี้ยในสัปดาห์ก่อน
• สนามบินนานาชาติฮ่องกงอาจตัดสินใจปิดให้บริการชั่วคราวเพื่อรับมือไต้ฝุ่นรากาซา (Ragasa) ที่รุนแรงที่สุดในรอบหลายปีตั้งแต่วันนี้ (23 ก.ย.) เป็นเวลา 36 ชั่วโมง ส่วน THAI ได้แจ้งยกเลิกเที่ยวบินกรุงเทพฯ-ฮ่องกง ในวันที่ 23-24 ก.ย. นี้
• อัลเบอร์โต มูซาเลม และราฟาเอล บอสติก กรรมการเฟดชี้ว่าการลดดอกเบี้ย 0.25% เหมาะสมต่อความเสี่ยงการว่างงาน แต่การฉุดเงินเฟ้อให้ลดลงยังคงเป็นสิ่งสำคัญอันดับแรก นักลงทุนจับตาคุณพาวเวลแถลงที่ Greater Providence Chamber of Commerce คืนวันนี้

กลยุทธ์การลงทุน

ช่วงสั้นมอง SET มีโอกาสพักฐานหรือแกว่งตัวในกรอบแคบ หลังขาดปัจจัยหนุนใหม่ ปัจจัยในประเทศยังอยู่ระหว่างรอติดตามแผนการออกมาตรการกระตุ้นเศรษฐกิจของรัฐบาลใหม่ ซึ่งจะมีผลต่อการเรียกความเชื่อมั่นการลงทุนให้ฟื้นตัวและการไหลเข้าของ Fund Flow ในระยะถัดไป ขณะที่ปัจจัยต่างประเทศติดตามตัวเลขเศรษฐกิจสำคัญของสหรัฐฯ อาทิ PMI และ PCE ซึ่งหากออกมาแย่กว่าตลาดคาด จะมีผลต่อการพิจารณาตัดสินใจเร่งลดดอกเบี้ยนโยบายของเฟดในระยะถัดไป อย่างไรก็ดีมอง SET เริ่มมี Upside จำกัดและอาจชะลอการขึ้นสั้นบ้าง หลังดัชนีปรับขึ้น 19% ในช่วง 3 เดือนที่ผ่านมา แต่ Downside ยังจำกัดเช่นกัน หลังเริ่มเห็น Fund Flow ชะลอการขาย ประเมิน SET มีแนวต้านบริเวณ 1320 และมีแนวรับ 1280 ดังนั้นกลยุทธ์ลงทุนจึงคงแนะนำให้ “Selective Buy”

ล็อกเป้าลงทุนประจำสัปดาห์

ช่วงสั้นมอง SET จะพักฐานหลังตลาดขาดปัจจัยหนุนใหม่ ในประเทศติดตามความคืบหน้าการจัดตั้งรัฐบาลและมาตรการกระตุ้น ศก. ส่วนต่างประเทศติดตามตัวเลข ศก. สำคัญของสหรัฐฯ กลยุทธ์ลงทุนแนะนำให้ “Selective Buy” ใน 2 ธีม หลักและ 2 ธีมเทรดดิ้ง ดังนี้
1. หุ้น Earnings Play ซึ่งคาด 2H68 ผลการดำเนินงานจะยังเติบโตดีทั้ง HoH และ YoY แรงหนุนจากปัจจัยฤดูกาลและจากปัจจัยบวกที่มีเฉพาะตัว ได้แก่ ADVANC BCPG GULF SCC
2. หุ้นปันผลที่มีคุณภาพดี (SET100 ที่มี SET ESG Ratings A ขึ้นไป) เพื่อสร้างกระแสเงินสดให้แก่พอร์ตลงทุนในระยะสั้น โดยคาดจ่ายเงินปันผลระหว่างกาลจากกำไร 1H68 และให้ Div. Yield เกิน 2% แนะนำ PTT TTB
3. Trading Idea : สำหรับนักลงทุนที่รับความเสี่ยงได้และต้องการเก็งกำไร แนะนำ 1) หุ้นที่คาดได้อานิสงส์จากสถานการณ์น้ำท่วมในไทย แนะนำ TASCO BJC HMPRO GLOBAL เนื่องจากจากสถิติระหว่างปี 2558-2567 (ยกเว้นปี 2563 ที่เกิดวิกฤตโควิด-19) พบว่าราคาหุ้นจะปรับขึ้นได้ดีเมื่อซื้อลงทุนช่วงกลาง ก.ย. และไปขายต้น พ.ย. โดยคาดหวังได้ผลตอบแทนสูงสุดเฉลี่ยราว 2.6% และ 2) หุ้นที่คาดได้อานิสงส์จากเร่งออกมาตรการกระตุ้นเศรษฐกิจผ่านการบริโภค ท่องเที่ยวและการลงทุน แนะนำ กลุ่มค้าปลีก (CPALL GLOBAL TNP) กลุ่มเครื่องดื่ม (CBG OSP HTC ICHI) กลุ่มท่องเที่ยว (CENTEL) กลุ่มนิคม (AMATA WHA) กลุ่มวัสดุก่อสร้าง (SCC)

CENTEL: ราคาหุ้นมีปัจจัยกระตุ้นจากการฟื้นตัวของการท่องเที่ยว โรงแรมมัลดีฟส์คาดได้แรงหนุนจาก High Season ใน 4Q68 และธุรกิจร้านอาหารในไทย (สัดส่วน 52% ของรายได้ใน 1H68) มีโอกาสได้อานิสงส์จากมาตรการกระตุ้นการบริโภคของรัฐบาล Valuation ไม่แพง เทรดต่ำกว่า -0.5SD ราคาเป้าหมายระยะสั้นที่ 34 บาท

GLOBAL: ราคาหุ้นมีแรงหนุนระยะสั้นจากมาตรการกระตุ้นเศรษฐกิจภาครัฐที่มีโอกาสออกมาในช่วงต่อจากนี้และความเสี่ยงของน้ำท่วมเป็นปัจจัยหนุน โมเมนตัม SSS ใน 3Q68 มีพัฒนาการเด่นในกลุ่มค้าปลีก คาดว่า SSS ในครึ่งหลังของปีจะดีขึ้นจากฐานต่ำ และมีอุปสงค์เพื่อซ่อมแซมหลังน้ำลด ราคาเป้าหมายระยะสั้นที่ 8.20 บาท

Expect rebound at 1280

The SET is expected to rebound at supports. Foreign investors continue net selling, but with lower magnitude. A continued weaking in the baht will be a good sign. The market is waiting for new economic stimulus, which are expected after the Cabinet is seated on Sep 24. Technically, SET supports are at 1280/1276, and resistances are at 1290/1293.

Today’s highlights

• The Prime Minister and incoming Minister of Finance are preparing to set up a special task force to specifically address Thai baht strengthening, after the baht hit a four-year high, hurting export and tourism sectors, and will also focus on resolving household debt issues and increasing liquidity in the economic system through commercial banks to restore Thailand's short-term economy.
• The IMF advises the Thai government to reduce public debt below 60% of GDP in the medium term to create fiscal space for future crisis management, though currently it is now below the 70% ceiling at 64.5% or Bt12.12tn. The IMF also warns against quasi-fiscal measures such as state enterprise subsidies and off-budget borrowing.
• The Parliament speaker expects the Prime Minister's policy statement will be on Oct 1-2, taking two days, coinciding with the scheduled House of Representatives session. The exact schedule depends on agreement among the three party whips.
• The PBOC maintained its loan prime rates (LPR) for 1-year and 5-year terms at 3.0% and 3.5% respectively, contrasting with the Fed's monetary policy easing and interest rate cuts the previous week.
• Hong Kong International Airport may decide to temporarily suspend operations for 36 hours from today (Sep 23) in response to Ragasa, the most severe in years. Thai Airways has announced cancellations of Bangkok-Hong Kong flights on Sep 23-24.
• Fed officials Alberto Musalem and Raphael Bostic indicated that a 0.25% rate cut is appropriate for unemployment risks, but pulling inflation down remains the top priority. Investors are watching Powell's speech at the Greater Providence Chamber of Commerce tonight.

Strategy today

In the short term the SET is expected to rest or be range-bound as there is no catalyst. At home, we are waiting for economic stimulus from the new government, hopefully help boosting investor confidence and bringing fund inflows. Externally, follow US economic figures: PMIs and PCE. If they are lower than market expectations, it will affect Fed’s interest rate cut decision. The SET has limited upside and may slow down for a short time after rising 19% in the last three months. However, downside is also limited, as fund outflows are slowing. Resistance is seen at f 1320, with support at 1280. Our recommended investment strategy is "Selective Buy".

Trading today

In the short term the SET is expected to rest as there is no catalyst. At home, keep an eye on the new government and stimulus and abroad, watch US economic figures. Our investment strategy is "selective buy" in two main and two trading themes:
1. Earnings plays whose 2H25 earnings are expected to grow, driven by specific and seasonal factors - ADVANC, BCPG, GULF and SCC.
2. High-quality dividend stocks (SET50 with SETESG rating higher than A) to generate short term cash flow, expected to pay an interim dividend on 1H25 with dividend yield higher than 2% - PTT and TTB.
3. Trading idea: For high-risk-takers who want to speculate: 1) stocks that benefit from flood repairs. Recommend TASCO, BJC, HMPRO and GLOBAL. Statistically, between 2015-2024 (except 2020 during COVID-19), these performed well when bought in middle of Sep and sold at the beginning of Nov, with average return of ~2.6%; and 2) stocks that benefit from stimulus for consumption, tourism and investment. Recommend Commerce – CPALL, GLOBAL and TNP; Beverages – CBG, OSP, HTC and ICHI; Tourism – CENTEL; Industrial Estates – AMATA and WHA; and Construction Materials – SCC.

Daily top picks

CENTEL: Price is expected to be driven by tourism recovery: hotels in Maldives are expected to benefit from high season in 4Q25 and the domestic restaurant business (52% of 1H25 revenue) will get a boost from economic stimulus programs. Valuation is attractive, trading below -0.5S.D. Short-term TP is Bt34.

GLOBAL: Price has short-term catalysts from expectation of economic stimulus and flood repairs. SSS in 3Q25 is expected to be lead peers, and 2H25 SSS is expected to improve off a low base, driven by post-flood repairs. Short-term TP is Bt8.20.
