ประเด็นสำคัญ
• วุฒิสภาสหรัฐฯ อนุมัติร่างกฎหมายงบฯ ชั่วคราวเพื่อจัดสรรงบได้ถึง ก.ย. ภายในไม่กี่ชั่วโมงก่อนที่งบฯ ปัจจุบันจะหมดลง ทำให้รอดพันภาวะ Shutdown ได้ และจะถูกส่งให้ ปธน. ทรัมป์ ลงนามต่อไป
• รองประธาน ECB เผยนโยบาย ปธน. ทรัมป์ สร้างความไม่แน่นอนต่อเศรษฐกิจสูงกว่า หากเทียบกับช่วงที่โลกเผชิญการระบาดของโควิด-19 หลังเห็นการบริโภคที่ไม่สามารถฟื้นตัวขี้นตามการปรับขึ้นของค่าจ้างที่แท้จริง และการลดลงของเงินเฟ้อและอัตราดดอกเบี้ย
• อดีตนายกฯ ทักษิณ ชินวัตร เปิดวิสัยทัศน์ในเวที The World’s Next Opportunities and Beyond เผยไทยมีศักยภาพขึ้นเป็นศูนย์กลาง (ดิจิทัลฮับ) เร่งทำ Sandbox-Stable Coin ผูกกับพันธบัตรรัฐบาล คาดชัดเจน 2-3 เดือนนี้ ทำบล็อกเชนของประเทศ เริ่มภายในปีนี้ ลดค่าไฟเหลือ 2.02-2.35 บาท หวังดึงต่างชาติลงทุนดาต้าเซ็นเตอร์ในไทย ย้ำธุรกิจการแพทย์ อาหาร ท่องเที่ยว จะช่วยขับเคลื่อนไทยไปข้างหน้า
• ผู้ว่าธปท. ส่งสัญญาณคงดอกเบี้ยที่ 2% และไม่มีแผนจะปรับลดดอกเบี้ยบ่อยๆ มองมีความเหมาะสมต่อเศรษฐกิจ และเห็นว่าควรมีการขยายตัวเพิ่มขึ้นในระยะยาว ไม่ใช่เพียงแต่การกระตุ้นเศรษฐกิจระยะสั้น
• รมช. คมนาคมเผยหากโครงการบ้านเพื่อคนไทยระยะที่ 1 ได้รับการเห็นชอบในวันที่ 18 มี.ค. จะเข้าสู่การออกแบบและจัดทำ EIA คาดใช้เวลา 5 เดือน และจะเริ่มประมูลและเริ่มเริ่มก่อสร้างช่วงปลายปี 2568
• ททท. เผยช่วงเทศกาลสงกรานต์คาดมีนักท่องเที่ยวต่างชาติเดินทางเข้าไทย 476,000 คน เพิ่มขึ้น 3% สร้างรายได้ 7,324 ลบ. เพิ่มขึ้น 6.5% ส่วนตลาดไทยเที่ยวไทยคาดมีนักท่องเที่ยว 4,418,500 คน-ครั้ง เพิ่มขึ้น 7% สร้างรายได้ 19,240 ลบ. เพิ่มขึ้น 9%
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET จะฟื้นตัวได้บ้าง หลังดัชนีหุ้นไทยปรับตัวลงแรง 16%YTD แย่สุดในตลาดหุ้นทั่วโลกแล้ว เนื่องจากถูกกดดันทั้งจากกังวลสงครามการค้าและขาดปัจจัยหนุนในประเทศ อย่างไรก็ดีมองว่าแรงขายในภาพรวมน่าจะชะลอตัวลง เนื่องจากมีความชัดเจนของมาตรการลดหย่อนภาษีกองทุน ThaiESGX ซึ่งคาดจะจำกัดแรงขายของ LTF และมีความหวังจากเม็ดเงินลงทุนใหม่ที่จะเข้ามาในเดือน พ.ค.-มิ.ย. 2568 ขณะที่การประชุมนโยบายการเงินสัปดาห์หน้าของ FED, BoE, BoJ คาดไม่มีการเปลี่ยนแปลง โดยยังมีแนวโน้มคงดอกเบี้ยนโยบาย ดังนั้นกลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy”
ล็อกเป้าลงทุนประจำสัปดาห์
ช่วงสั้นมอง SET จะมีสัญญาณฟื้นตัวได้บ้าง จากแรงขายที่น่าจะชะลอหลังมีความชัดเจนของมาตรการลดหย่อนภาษีกองทุน ThaiESGX กลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy” ใน 3 ธีมหลักที่มีปัจจัยบวกเฉพาะตัว ดังนี้
1. หุ้นที่คาดเป็นเป้าหมาย ThaiESGX คัดเลือกจาก 1) ปี 2568 คาดกำไรยังเติบโตได้ YoY 2) มีฐานะการเงินแข็งแกร่ง และ 3) มีศักยภาพจ่ายปันผลสม่ำเสมอ โดยคาดให้ Div. Yield ปี 2568 อย่างน้อยปีละ 3% พบหุ้น SET50 ที่น่าสนใจ ได้แก่ ADVANC BBL BDMS CPALL PTT ส่วนหุ้น SET100 ที่น่าสนใจ ได้แก่ AP BCH BTG
2. หุ้นปันผลคุณภาพดี มีคุณสมบัติ 1) สถิติจ่ายปันผลต่อเนื่องอย่างน้อย 20 ปีขึ้นไป และมี SETESG Rating ตั้งแต่ระดับ A-AAA 2) คาดจ่ายเงินปันผลจากกำไรปี 2567 หลังหักจ่ายระหว่างกาลแล้ว ยังให้ Div. Yield สูงเกิน 4% และ Div. Payout Ratio มีแนวโน้มเพิ่มขึ้นหรือทรงตัว และ 3) ปี 2568 ผลประกอบการยังแข็งแกร่ง และราคาหุ้นปัจจุบันยังมี Upside เกิน 15% แนะนำ AP KTB BBL SPALI KBANK
3. หุ้น Undervalued สำหรับลงทุน คัดเลือกหุ้น SET100 ที่คาดเป็นเป้าหมายของกองทุน มีคุณสมบัติ 1) ปี 2568 คาดกำไรยังเติบโตได้ YoY 2) ฐานะการเงินแข็งแกร่ง และมีความสามารถในการจ่ายดอกเบี้ยสูง (Interest Coverage ratio > 1) 3) Valuation ไม่แพง ปัจจุบันซื้อขายที่ PER และ PBV 2568F ระดับต่ำกว่า -1SD 4) ศักยภาพจ่ายปันผลสม่ำเสมอ โดยคาดให้ Div. PTTGC: มองราคาหุ้นมีปัจจัยกระตุ้นระยะสั้นจากราคาน้ำมันที่ปรับตัวขึ้นและได้ Sentiment บวกจากมาตรการกระตุ้นเศรษฐกิจของจีน ขณะที่ 1Q68 คาดกำไรจากการดำเนินงานจะปรับตัวดีขึ้น แรงหนุนจากผลการดำเนินงานที่ดีขึ้นของธุรกิจโรงกลั่นน้ำมัน (ไม่มีหยุดซ่อมบำรุง) และธุรกิจโอเลฟินส์ (มีวัตถุดิบอีเทนมากขึ้น)
Choosing a path
The SET is expected to be range-bound. There is positive sentiment in the region as China plans to release additional stimulus, although there remains tension in the Middle East and there are monetary policy meetings at three central banks this week. Support is between 1165-1160, and resistance is between 1185-1190.
Today’s highlights
- The U.S. Senate approved a temporary budget bill to allocate funds until September, just a few hours before the current budget would expire, avoiding a government shutdown. Trump has signed it.
- The ECB Vice President says Trump's policies are creating greater economic uncertainty than when the world shut down during the COVID-19 pandemic, as consumption has not recovered in line with real wage increases, declining inflation and interest rates.
- Former PM Thaksin Shinawatra shared his vision at "The World's Next Opportunities and Beyond" forum, stating that Thailand has the potential to become a digital hub. He is pushing for Sandbox-Stable Coin implementation tied to government bonds, expecting clarity in 2-3 months. A national blockchain is planned to start this year, with electricity costs to be reduced to Bt2.02-2.35, hoping to attract foreign data center investment. He emphasized that medical, food, and tourism businesses will drive Thailand forward.
- The Governor of the BoT signaled a steady interest rate at 2% with no plans for frequent rate cuts, viewing it as appropriate for the economy. He also says the focus should be on long-term expansion rather than just providing short-term economic stimulus.
- The Deputy Minister of Transport revealed that if the first phase of the "Housing for Thais" project receives approval on March 18, it will enter the design and EIA preparation stage, expected to take five months, with bidding and construction to begin in late 2025.
- The TAT expects 476,000 foreign visitors during Songkran, up 3%, generating Bt7.32bn in revenue, up 6.5%. For domestic tourism, it anticipates 4,418,500 tourist-trips, up 7%, generating Bt19.24bn, up 9%.
Strategy today
In the short term the SET is expected to see some recovery after a plunge of 16% YTD, the world’s worst performer, pressured by trade war concerns and no domestic catalyst. However, selling is expected to slow down thanks to ThaiESGX, which is expected to limit outflow from LTF, and brings hope of new inflow between May-June 2025. This week there are three monetary policy meetings in three central banks: the BoJ, FOMC and BoE. Stances of all are expected to remain unchanged. Investment strategy is "Selective Buy".
Trading today
The SET is expected to see some recovery as selling slows and ThaiESGX becomes clearer. We recommend strategies across three themes with positive individual factors:
- Stocks expected to be targets of ThaiESGX: 1) 2025 profit expected to grow YoY, 2) strong financial position and 3) potential for steady dividends, with dividend yield in 2025 of at least 3%: of interest in SET50 are ADVANC, BBL, BDMS, CPALL and PTT and in the SET100, AP, BCH and BTG.
- Dividend plays: 1) statistically, have paid dividends for 20 years and have SETESG Ratings of A-AAA, 2) dividend yield expected at 4% (excluding interim dividend) and payout ratio stable or rising and 3) strong profit in 2025 and upside to price of greater than 15% – AP, KTB, BBL, SPALI and KBANK.
- Undervalued stocks in SET100 that are expected to be targets of mutual funds with: 1) YoY profit growth in 2025, 2) strong financial position and ability to service debt (interest coverage ratio >1), 3) low valuation with PER and PBV 2025F below -1SD,
4) regular dividend payers and 5) SETESG Ratings of A-AAA – CPALL, BDMS, MTC, MINT and BTG.

KTB: A potential target of ThaiESGX due to SETESG ratings of AAA. It is a high-quality dividend stock, with 23 years of consistent dividends. It is paying a DPS on 2024 profit of Bt1.545 (XD on Apr 17, dividend yield of 6.5%). 2025 profit is expected to remain strong with growth of 3.2%.
PTTGC: Short-term catalysts from increasing oil price and positive sentiment from China’s stimulus. 1Q25 operating profit is expected to improve, supported by its refinery (no maintenance) and olefin businesses (surplus ethane).
