Better sentiment, more tourists and government budget disbursement helped lift sector SSS to 0.8% YoY growth in 4Q24, ending contractions seen in 2Q24-3Q24. Looking ahead, these factors, together with new government stimulus (Easy E-Receipt 2.0 in Jan-Feb and the second cash handout in Jan), will help support SSS growth further. We keep our 2025F sector core earnings growth at 15% YoY, not yet factoring in upside from government stimulus or the expected cuts in interest rate and electricity cost. Our picks are HMPRO and CRC.

SSS revived in 4Q24. In 4Q24, SSS is expected to grow 0.8% YoY, up from contraction of 1.9% YoY in 4Q23 and 1.3% YoY in 3Q24. Backing this is: 1) better sentiment, as seen in the second month of a rise in the CCI in November, ending contractions in March to August, partly from government stimulus; 2) more tourists with a YoY growth of 5% in local tourists and 22% in foreign tourists in October-November; 3) the return of government budget disbursement (+145% YoY in 4Q24) off 4Q23’s low base from the slow passage of the fiscal budget. In 4Q24, SSS for staples (+1.8% YoY) outperformed discretionary players (-1.4% YoY), while SSS at discretionary players had the narrowest contraction for the past six quarters, partly off a low base and partly from consumer spending, chiefly linked to sentiment. We expect 4Q24F earnings to be the year’s best, up QoQ and YoY from store and margin expansion and revived SSS growth.

SSS outlook for 1Q25F. We expect sector SSS growth to continue to be supported by better consumption sentiment, more tourists, more government budget disbursement off last year’s low base and new government stimulus. The Easy E-Receipt 2.0 scheme, which allows taxpayers to claim deductions of up to Bt50,000 on their taxes for eligible purchases made between January 16 and February 28, will be a slight positive for discretionary players (CRC and HMPRO). The second phase of the cash handout, worth up to Bt40bn for up to four million elderly people who will receive cash ahead of the start of Chinese New Year on January 29, will be positive for large store formats (hypermarkets and supermarkets and construction materials retailers such as CPAXT, BJC and GLOBAL) as seen in the first cash handout in September-October 2024. The government hopes to distribute the cash to the remainder of those eligible for the digital wallet scheme within 2Q25, supporting consumption sentiment further.

2025F earnings growth and upside. We expect sector core earnings to grow 15% YoY in 2025. We have not yet put any upside from new government stimulus and potential interest rate and electricity cost cuts into our forecast. Our sensitivity analysis suggests that each 1% rise in SSS will add 1% to sector earnings, a 100bps interest rate cut will add 3.3% and an 11% drop in electricity cost will add 4.9%

Top picks. HMPRO and CRC are our picks based on their robust 4Q24F core earnings (up YoY and QoQ on store expansion and wider EBIT margin), with potentially better SSS from upcoming stimulus (Easy E-Receipt 2.0 in January-February) and specific factors, i.e. the figures from HomePro Ratchapruek will be off the same base as massive roadwork in front of the store began in late 2023 with the completion of the roadwork in May 2025F to support sales revival further, plus the Dec 12 full reopening of Central Chidlom, CRC’s flagship department store in Thailand.

Key risks are changes in government policies and purchasing power. Key ESG risks are energy & waste management, sustainable products (E) and product quality management, labor practices and data privacy (S).
