BSRC - 4Q67: ยังคงขาดทุนตามคาด

เราคาดว่าผลประกอบการจะฟื้นตัวในปี 2568 จากค่าใช้จ่ายพิเศษและขาดทุนสต๊อกที่ลดลง ราคาเป้าหมายของเราที่ 6 บาท/หุ้น อิงกับ PBV (ปี 2568) ที่ 0.7 เท่า หรือระดับ -2SD ของ PBV เฉลี่ย 5 ปี ซึ่งคิดเป็น EV/EBITDA ได้ที่ 6.3 เท่า เราคงคำแนะนำ NEUTRAL สำหรับ BSRC และชอบ BCP มากกว่า

กำไรจะปรับตัวดีขึ้น QoQ ใน 1Q68 แม้ค่าการกลั่นอ่อนตัวลงใน 1Q68 แต่เราคาดว่ากำไรจะปรับตัวดีขึ้น QoQ เนื่องจากใน 4Q67 มีค่าใช้จ่ายพิเศษเกี่ยวกับการตัดจำหน่ายทรัพย์สินในการปรับปรุงภาพลักษณ์สถานีบริการและเปลี่ยนระบบบันทึกการขาย (POS) เป็นระบบเดียวกับกลุ่มบริษัทบางจาก นอกจากนี้ปริมาณน้ำมันดิบที่นำเข้ากลั่นก็จะเพิ่มขึ้น QoQ เพื่อรองรับยอดขายที่สูงขึ้นที่สถานีบริการของ BCP
คงราคาเป้าหมายไว้ที่ 6 บาท เราใช้ระดับ -2SD ของ PBV เฉลี่ย 5 ปีในการประเมินมูลค่า BSRC เช่นเดียวกับผู้ประกอบการโรงกลั่นน้ำมันไทยรายอื่นๆ ราคาเป้าหมายของเราที่ 6 บาท/หุ้น อิงกับ PBV (ปี 2568) ที่ 0.7 เท่า ซึ่งคิดเป็น EV/EBITDA ได้ที่ 6.3 เท่า ทั้งนี้แม้ว่าเรายังคงมุมมองเชิงบวกต่อการผนึกกำลังกับ BCP ซึ่งจะเห็นผลชัดเจนมากขึ้นในปี 2568 แต่เรามองว่า valuation ของ BCP ดูน่าสนใจมากกว่า BSRC ที่ระดับปัจจุบัน
ปัจจัยเสี่ยงที่สำคัญ: ภาวะเศรษฐกิจชะลอตัวอาจส่งผลกระทบต่อความต้องการผลิตภัณฑ์น้ำมันสำเร็จรูปของ BSRC ซึ่งก็จะส่งผลกระทบต่อค่าการกลั่นตลาดด้วยเช่นกัน ในขณะที่ความผันผวนของราคาน้ำมันอาจส่งผลทำให้ขาดทุนสต๊อกเพิ่มขึ้น ปัจจัยเสี่ยงอื่นๆ ได้แก่ การเปลี่ยนแปลงกฎหมายเกี่ยวกับการปล่อยก๊าซเรือนกระจก และโครงสร้างราคาน้ำมันในประเทศ ปัจจัยเสี่ยงด้าน ESG ที่สำคัญ คือ ผลกระทบของธุรกิจต่อสิ่งแวดล้อม และการปรับตัวในช่วงเปลี่ยนผ่านสู่พลังงานสะอาด
4Q24: Still in the red, as expected
Net loss of Bt1bn in 4Q24 was in line with INVX estimate, improved from the loss of Bt1.7bn in 3Q24 due to higher operating GRM but worsened from the loss of Bt871mn in 4Q23. Operating GRM improved from US$1.6/bbl in 3Q24 to US$4.6/bbl in 4Q24. With lower inventory and hedging loss, accounting GRM turned around from a negative US$3.6/bbl in 3Q24 to +US$1.5/bbl in 4Q24. It also booked amortization of assets related to service station rebranding and change in the Point of Sales (POS) system to align with Bangchak for long-term cost reduction, which pushed SG&A expenses up 40% QoQ. 2024 earnings remained in the red at Bt1.7bn vs. net profit of Bt780mn in 2023. We expect an earnings turnaround in 2025 on lower extra expenses and lower stock loss. Our TP of Bt6/share is based on 0.7x PBV (2025F) or -2SD of 5-year average, implying EV/EBITDA of 6.3x. We maintain Neutral and prefer BCP.
Crude intake up QoQ after planned shutdown in 3Q24. BSRC’s crude run rose back to 150kbd (+26% QoQ) in 4Q24 (86% utilization) to offset the production lost during the planned shutdown in 3Q24. Higher crude run also aligned with higher sales volume at BCP in the 4Q24 high season, this remained below the 2Q24 peak of 154kbd. Sales volume rose 6% QoQ on sales to BCP, while export sales fell 26% QoQ. More domestic sales means lower freight cost, which means higher margin. It completed the rebranding of all 752 service stations to Bangchak by end-2024.
Accounting GRM up QoQ on higher operating GRM. Operating GRM improved to US$4.6/bbl in 4Q24 from US$1.6/bbl in 3Q24. With lower inventory and oil hedging losses, accounting GRM turned around from a negative US$3.6/bbl in 3Q24 to +US$1.5/bbl in 4Q24. Marketing margin fell slightly QoQ to Bt1/liter from Bt1.15/liter in 3Q24 due to a decline in the industrial business margin.
Profit to improve QoQ in 1Q25. Despite the softer GRM in 1Q25, we expect earnings to improve QoQ without the extra expenses in 4Q24 related to the amortization of assets of service stations during rebranding and change in POS to align with BCP. Crude run will also increase QoQ to accommodate higher sales at BCP service stations.
TP of Bt6 maintained. We apply -2SD of 5-year average PBV to value BSRC in alignment with other Thai refineries. Our TP of Bt6 is based on 0.7x PBV (2025F), implying EV/EBITDA of 6.3x. Although we remain positive on the synergy with BCP, which will materialize further in 2025F, we see valuation of BCP as more attractive at the current level.
Key risks: Economic slowdown may hurt demand for its refined oil products which could also damage market GRM, while oil price volatility may bring more stock loss. Other risks include regulatory changes in GHG emissions and domestic oil price structure. Key ESG risk factors include the environmental impact of its business and how it adapts during the transition to clean energy.
